All entities offering sports wagering or pari-mutuel horse race wagering must be licensed by the North Carolina State Lottery Commission. Licensing ensure those doing business in sports wagering and horse race wagering meet requirements of state law in their operations. Facilities and entities that do not require licensees must also comply with state law and Commission rules in their operations.

The application process to become an interactive sports wagering operator, service provider, or supplier starts with a request form. You can find the request forms below. Once you fill out a request form, you will get an application from the Commission to become a licensee.

Advanced Deposit Wagering

At this time, applications are not yet open for entities seeking to obtain an Advance Deposit Wagering (ADW) License that is necessary to offer and accept pari-mutuel wagers on horse race events. Pari-mutuel wagering is not yet authorized in North Carolina. The N.C. State Lottery Commission continues to work on a pari-mutuel horse race wagering program that will be beneficial for the state. Developments and updates will post on this website as they become available.
